Izou was the former commander of the 16th division of the Whitebeard Pirates in the anime series, One Piece. Izou is an extremely accurate sniper and still powerful in close quarters combat. By imbuing his bullets with Haki, Izou is able to shoot bullets that produce a slash-like barrier around each bullet that pierces and slashes at the same time.
