This book constitutes the refereed proceedings of the 7th International Conference on Electronic Government, EGOV 2008, held in Torino, Italy, in August/September 2008 within the DEXA 2008 conference cluster. The 32 revised full papers presented were carefully reviewed and selected from 119 submissions.
